David Puls has a unique
combination of commercial and community experience. David studied his
business degree at Curtin University of Technology in Western Australia,
completing a major in business law. He founded the University’s law
student society and was Independent Chair of the University’s Guild.
After completing his Bachelor of Business, David studied law at the
University of Western Australia whilst working full time as an articled
clerk in a mid sized commercial law firm from 1989. David completed an
internship of five year articles culminating in his admission to the
Supreme Court of Western Australia as a barrister and solicitor in 1995.
David worked in general commercial and insurance litigation for a number
of years before joining the Aboriginal Legal Service of Western
Australia in 1998, where he represented one of Western Australia’s
Indigenous language groups in their Native Title application.
David moved to Sydney in 1999, where he was admitted to practice in the
Supreme Court of New South Wales. After a further brief period in
commercial practice, he took up the position of Principal Solicitor for
the HIV/AIDS Legal Centre (HALC). David filled that position full time
for a period of six years.
David was registered as a migration agent in 2000 after identifying a clear need for specialised immigration health advice, initially practicing only in the Migration Review Tribunal conducting health waiver applications. His area of specialisation quickly grew to include all types of visa classes, and he currently volunteers at the free advice sessions organised through the Gay & Lesbian Immigration Task Force (GLITF).
David’s expertise has resulted in him being asked to present specialist
seminars on health and immigration, including to the Australian Society
of HIV Medicine, and at the Immigration Advice and Rights Centre. David
also continues to present general health law seminars to a range of
service providers, including hospitals, doctor’s groups, social workers,
and other health professionals.
David was an invited contributor to the New South Wales Solicitor’s
Practice Manual and the New South Wales Law Handbook, and has legal
articles published in various journals, including HIV Australia.
Professional highlights for David include authoring of a legal
publication, the HIV/AIDS Sentencing Kit, which led to a review in the
Australian Law Journal by Justice Michael Kirby in 2000 in which his
Honour states “the young lawyers responsible for its preparation and
update deserve praise”. In 2001 under David’s guidance HALC was the
winner of the Human Rights and Equal Opportunity Commission’s Human
Rights Award for Law.
In September 2007, David
commenced a secondment from Advocate and has taken up a position as Senior Policy
Advisor at the Royal Australasian College of Physicians ('RACP') to
further develop his interest and expertise in the field of health policy
